Cameroon is a former French colony, and there are a lot of French industries there. The ambassador likely speaks French, as does Kerry.

Let's see, Kerry says he met with them a couple of weeks before the vote to authorize use of force, which was effective 10/2/02, and that means Kerry met with them in September, or maybe August. There was the World Summit on sustainable growth in late August 2002, maybe Kerry was at that, it's his kind of shindig.

Bush's speech to the UN was September 12, 2002.

Could be a lot of things. Kerry's a UN kind of guy.
