If you will recall, right in the very beginning Bush said he was allowing his generals to conduct the war. If they made an oversight, perhaps they should be castigated but one hardly can hold the President accountable for every move made in theater.

We don't vote for our Generals .. so holding the
"commander-in-chief" accountable will have to do
