If the Commander in Chief is not responsible, fine....he can't be in charge of every little tactical detail. But his appointees set the policy, the strategy and the tactics that completely misconstrued the endgame in the initial battles, not to mention the eighteen months since. To my knowledge Mr. Bush has still not been capable of admitting any errors, nor are any of the architects of this policy ever held to task for the decisions. But when it comes to election time, this, like Willy Horton or "the vision thing" becomes the kind of detail the voters take into the booth with them.
