China's other main oil option is to buy it from Siberia. But Czar Putin would rather pipe it to a Russian port than direct to China, so he can sell it to the highest bidder: Japan vs. China.

Thus the Chinese tiger already has several paws caught in a trap, and needs to be careful lest it end up with all four paws (and the tail) caught. One way out may be the pebble-bed nuclear reactors mentioned previously here. Another may be solar and wind power. The power from garbage you mentioned is a good idea but only fills a small niche.
