You are looking at it from a very skewed perspective. The Guard is a reserve group of enlistees who have agreed on enlistment to make them selves available as the need arises.

They may have enlisted at a time of relative inactivity and so hoped to reap some benefits and get out without ever having to become active, as you suggest. However, to suggest that they therefore should not be expected to actively engage when the need does arise is a corruption of the whole institution.

shoot ... I'd love to go to summer camp for a couple of weeks every year and reap the benefits of military service, with no expectation of ever becoming active. Wouldn't everybody?
