Many internet sites failed during the bubble. Some with huge budgets that dwarfed that of Market Spirit. The site was functional for a time, attracted quite a few eyeballs but had no revenue model. I put it down to a failed business attempt rather than a scam. TLC didn't have access to traditional venture capital so he approached individuals he met here on S.I. He is a dreamer, a schemer but no con man. shame on you Bill for starting this thread.
