Ted, Kerry wants more seniors to buy prescription drugs from Canada. Most of the drugs that Canada buys comes from America, of course, but Canadians get their drugs cheaper because of price controls. Despite that, the only reason American pharmaceutical companies are selling to Canada because it's a fringe market. Their R&D budgets only depend on profits from sales here in the U.S.

What's going to happen if Kerry allows seniors to start buying drugs from Canada? No one is going to buy drugs from here anymore. Everyone will want to buy American drugs through Canada. As a result, you have virtual price controls here in the homeland, and the pharmaceuticals will demand that Canada either release their controls or face an embargo. There goes the Canadian free ride.

What would Kerry do then?
