Maybe, maybe not....

Eisenhower-era plans were bequeathed to the incoming administration... but I personally believe that --- even if JFK had not sent 'trainers' during his time in office, the Cold War mythos was so powerful at the time, that LBJ would have faced the same pressures to commit US forces.

(And, unlike JFK... LBJ was four-square for scaling up US involvement.)
