Explosives that can be used to make nuclear weapons. One of the easiest parts for any country or large group to get. The hard part is the plutonium or enriched uranium. Still I'm not saying that there shouldn't have been some extra effort to get people there quickly but war is a big complex thing and mistakes will always get made.

Terrorist groups rarely have difficulty getting explosives. In Iraq in particular you had explosives and weapons all over the place.
