What you said before was "I think there are plenty of symbols that should be excluded from public forums".

Whatever I said, I meant that there are plenty of symbols for which it should be prohibited for the government to place them in the public forum.

Any limits on personal speech should be general restrictions on the form, and not tied to the content of the speech. I.E. it may be unlawful to incite a riot regardless of the symbols used to incite, but those same symbols can be legal in more settled contexts.
