Problem with George is that he doesn't micromange or macromanage. He doesn't manage well at all. You can't if you ignore facts.

IAEA says they inspected the site in January 2003, and then again in early March and the explosives were there.

Here is a more likely scenario.

The IAEA inspects the site in January, and then again in early March BUT the explosives are missing because the UN, France, Germany and Russia held up the UN vote until Saddamm could move his WMD to Syria or other locations. El Barardei, knowing the US doesn't want him back as head of the incompetent IAEA, bides his time to just before the election and sets up a deal with the NYT and the Kerry campaign to revisit old news. They also clue CBS in on the deal so they can get revenge on Bush after the MEMO debacle. The implication that 380+- tons could have been looted after the US took the area is unlikely. Kerry and McAuliffe caught this time with their pants down as they attempt to explain away their lies. Strangely, Kerry in the second debate made an off-hand remark of 'missing explosives' not protected by the Bush administration. The question is: did he know then what was coming as the October surorise and slip up early on??????
