Porter Goss, Bush's CIA chief, wanted twice the intel cuts that Kerry was willing to vote for, only 1% of the total when we were dismantling old Cold War systems and trying to balance the budget. Cheney also agreed with those cuts. Kerry also argued for more human intelligence and fewer satelltes. Smart man. At that time we did not have any clear and present enemies. Bush is the one who ignored terrorism in 2001 and let 9-11 happen. CLinton had a 24/7 Al Qaida desk in the White House and satopped the Milennium LAX bombing because of it. An LAX bombing would have been catastrophic. Bushies have stopped no such attacks we know of. They ignored terrorism until after 9-11. Too little too late. They also let Osama get away.
