Osha's comment is, well, weird

Like all analysts, and more than most, he likes to think that he is a strategic thinker with an eagle's view of the entire industry. He particularly likes to say, and often does, "I told you so". I suspect that he has heard that an AMD-IBM joint-manufacturing announcement is in the wind. He wants to be in a position to suggest that they had listened to him.

Remember the Inquirer said several months ago that an outsourcing fab agreement had been inked.

I think such an agreement, not necessarily with IBM, or a Dell deal, or blow-out earnings are on the very short list of events that would have an immediate positive impact on the share price, more so than any technological advance or product announcement.
