In a given county/city DA's office, who do you think is the boss and sets policy for all the ADAs? Should he generally let them do their jobs without undue interference? Sure, but if one of the ADAs is proscecuting a case without all due vigor, whose job is it to set them right? Or, if the citizens of the city bring in a new DA to "get tough on crime" and he feels some of his ADAs are too soft on crime, shouldn't he be expected to push them to be tougher? Why is the AG, the nations "DA", any different?
