"Either you are a pacifist or you are not. If you are not, you are bound to accept that there will be collateral damage, and therefore that fact cannot by itself determine the justness of the war."

A person who wishes to avoid killing innocent persons is not a pacifist. A pacifist is someone who wishes to avoid killing the guilty persons.

What you call "collateral damage," and is really the murder of innocent men, women and children is very easily avoided. These people are dying because we drop bombs on them. If we simply cease to drop bombs on them, their deaths will be avoided.

There is no reason to drop bombs on anyone in Iraq, as none of the people culpable for 9/11 are there.
