NC,
Not the reason. I consider the weapons story a non-story. I think what bush said last night was inexcusable. That's if saddam was in power he would be giving these weapons to terrorists. Well because of our failure to fight this insurgency differently once plan a failed, has given non-wmd weapons (whether these or others) to whomever and wherever. Mike

We have destroyed thousands of tons of the stuff

There you go again. (thanks to Reagan for that line)

This simply is not accurate. The military have destroyed thousand of tons of ARMS, munitions, ordinance and in that mix, explosives. The "stuff" under discussion is raw materials. Not completed ordinance.

Perhaps Kerry is harping on this issue because the materials are far more dangerous than what is obvious to headline reading public.

The non partisan review of Kerry's nuclear proliferation strategy is a decent read. I'm not surprised the pro-Bush at all costs folks haven't commented on it.

Have a look at the documents for the Nuclear-Related Dual Use Equipment, Materials and Related Technology
nuclearsuppliersgroup.org

The HMX and RDX materials stolen are the principle explosive materials which can be used in the development of a nuclear weapon. 380 tons of the stuff are missing. Not 380 tons of ordinance, 380 tons of explosives - there is a difference, which surely someone of your intellect has already grasped. Raw materials. Ready for use in the manufacture of weapons - whether they be simple terrorist-class weapons or WMD, that is up to the person who has the materials.

The agreed upon international guidlines are:

Suppliers should not authorize transfers of equipment, materials, software or related technology... "when there is an unacceptable risk of diversion to acts of nuclear terrorism".

These materials were important enough to receive regular monitoring by the international community; they should have at least been important enough to a) target with bombers and destroy at the onset of war or b) take special steps to safeguard. The important point: Bush / Planners DID NEITHER.

At the very least, isn't it odd that the military did not keep them under surveillance? Think about it -- this was a primary nuclear experimentation / storage facility and "we" knew what was in it.

Doesn't pass the sniff test.
