Sure we can! Once we decide shooting the hostages is not an option, we will develop alternative ways of crime prevention and criminal apprehension. It will not be as easy as gunning down the hostages. But it will be possible and perhaps in the long run even better.

Among ancient civilizations, two people achieved excellence in medicine: the Egyptians and the Chinese. The Egyptians progress was due to postmortem analysis during mummification. For the Chinese however, cutting up a dead body was unfathomable. As a result they developed an alternative medicine that while quite different than Egyptians', it is very effective nonetheless.
