Kerry voted for a funding bill that wasn't a license to steal.
When the 2nd bill came up, he pointed out that the 2nd bill was a license to steal.

And guess what? BILLIONS of US taxpayer dollars were stolen.

Kerry was right.

Sure, that makes sense as far as it goes. But to do it right you need two forces, one to conquer, and the other to police and protect infrastucture. Bush's war strategy was extremely simple-minded. We're all in shock and awe of the fiasco Iraq has become.
