It's unfortunate but I don't think someone applying for CIC should be able to hide their military records, especially their discharge. So someone court martialed and given a BCD for say drug running or giving aid and comfort can still run unmolested because their service record is not public? Seems to me they worked for a public company and were paid by tax dollars it should be an open book IMO.
