The buck stops somewhere.

If the goal of the war was to prevent dangerous weapons, including materials which can be used to construct Nuclear Weapons, from falling into the hands of terrorists, then

a) Bush has failed in this goal, but what's worse,
b) the war plan, which Bush approved and for which he is ultimately responsible as Commander in Chief, failed adequately anticipate these security requirements

Its not fair to blame Rumsfeld for everything... as Commander in Chief Bush *is* accountable.
