Why is that? So it can't be proven or verified obviously.

Whats this? Apparently the IAEA is making this up as they go.
Now they didn't seem to know how much or where the explosives were.

More examples of lack of control or proper inventory by IAEA in Iraq:

Not under seal? No records for viable chain of custody?
Improper seals or total lack of seals proves the IAEA did not even have the situation under control. They are certainly not the ones to be looking to for answers here.

They also made assertions pointed out above yet refuse to name who they warned about the explosives or when.

The IAEA has been thoroughly DEBUNKED here with their own words, to be an unreliable witness. In fact it is obvious they have reason to cover their ass and point fingers at others to cover up their obvious mishandling of their watchdog status.

Not sealing or leaving seals off of window vents is an error with no excuse. They can not possibly know what happened here.

The facts point out the explosives were never properly inventoried or protected from theft and tampering in the first place...IAEA is DEBUNKED as inspectors or verifiers of anything but their own ineptitude.
