If it comes from a named IAEA official it is very damning to the IAEA.

It points out a lack of properly controlling the material in question.

The IAEA no longer has the authority to say where or how much explosives were in any of the bunkers. They don't know because they failed to properly secure them.

What can be more obvious?

Their report on time, place or quantity of explosives would not stand up in a court of law with such gaps in monitoring.

No seals in place at all, and lack of seals on windows is an unbelievable lack of security to the material in question.
