400K tonnes is the unauthenticated no. given by those pathelogical liars in the Pentagone (under Rummies order). They could mean that they destroyed all the ordinants they dropped on Baghdad in their "Schlock and Awe" campaign (which was suppposedly to end it all). Chimp is probably kicking himself that he didn't drop the "big one" in the first place (when he had the chance).
