At the time that these ammo dumps were being passed by, the most important story of the war was whether Geraldo Rivera would be allowed to ride along. The whole invasion was treated with scorn and ridicule, much like Bush treats anything else. The Iraqis weren't laughing, they were gathering up the explosives.

It took a bolt cutter to get in , but no mention of IAEA seals?

That tells me it wasn't the right place or it wasn't the right stuff.
