Yes, the aggregate total of those contracts seems to be closer to $10.5 Billion, as you say.

The main question about the single $7 Billion KBR award appears to be that it was initially awarded for a 5 year period --- in apparent violation of federal procurement regulations which state that no no-bid award of that large size may be given for longer then ONE YEAR....
