The videotape taken by a KSTP photographer from Minneapolis clearly shows the IAEA seal on the bunker. The seal was broken by the troops and the photos show the explosives which are identified by David Kay as the type used to detonate nuclear materials. There was a failure to secure those bunkers. Expect Kerry to seize on it.
