The Democrat military plan for 1990's was to shoot off million dollar cruise missiles and not requisition a replacement. Of course the number of US casualties was low. Bullets do not hurt from 1000 miles away.

Right, Bush was sitting on his ass doing the oil lobby's bidding (remember the "energy crisis") until 9/11 came along. All along he had a ton of reports sitting on his desk calling for airport security to beefed up because of the real possibility of terrorism. IN fact, Bush was taking his month long August vacation before 9/11 when he received an intelligence report warning of imminent terrorist action, and he did nothing.
