Holly, I had a client last year that owned some apartments. They had a problem tenant they wanted to evict for smoking and burning plant matter on premises. The woman set up a defense that she practiced a native american religion, and "smudging" (essentially burning plant matter in a can to generate smoke) was part of her religious ceremony. She complained to the human rights commission. It took months to convince the agency this woman was nothing but a problem tenant who was using the religion angle to gew away with smoking in her apartment.

I doubt the prison will be terribly lenient on folks who claim they need to smoke in relation to their religious ceremonies. What's next? Magic mushrooms?
