Both state 'terminal date of reserve/umt&s obligation 17-02-72'

The first DD214 is an actual discharge. He got it to accept a commission with no break in service.

The 2nd is to transfer him to the Navy Reserves. It identifies his ETS (End Term of Service) date as 17/2/72.

That is when Kerry should have received his honorable discharge certificate. He did not get that for another six years from that date.

The issue is why the delay?
What happened?
Did he in fact get a discharge then...but a bad one?
Then get it taken care of six years later?
