Yes, the insurgents got artillary shells, mortar rounds, and landmines. So much stuff was unguarded because there were only half the number of troops necessary to control the country.

The thing that makes the class 1.1D explosives so important is that they were so well documented and known to be so dangerous. If there was anyplace that should have been guarded that was it. Instead the focus on Rumsfeld's directives was to search for the elusive WMDs and ignore the real threat.
