I can't believe that Kerry would be so stupid as to subject himself to game-law violations for a photo-op. It sounds like an urban legend to me. That doesn't make him a sportsman, however. When I worked for the government, I had to be very careful about observing game laws scrupulously. My agency took a very dim view of its employees violating game laws, and was liable to impose a penalty that was worse than the fine.
