No one thought he was going to gain regional hegemony through brute conquest, but through the use of his WMDs. Indeed, merely the threat might have achieved his primary objective of getting tribute money from the Saudis and the Emirates.

Pure fantasy.

Fact: existing UN resolutions empowered the use of force against Iraq should Husayn even think of attacking another country.

Fact: Iraq disclosed its delivery systems.

Fact: Iraq was subject to inspections and inspectors concluded they had made significant progress in halting Iraq's WMD and delivery systems projects.

Post-fact: It turns out that Iraq pretty much did everything it was told to, and quickly.

Fact: In 1995 defector Kamal confirmed that Iraq was afraid of inspectors, and dismantled its programs as a result.

Fact: Defector Kamal indicated Husayn was under no illusions - he felt that Iraqi use of WMD by Iraq would be met with Nuclear retaliation.

Fact: Inspectors were quite confident they were getting a clearer and clearer picture of Iraqi compliance.

Post-fact: Everything the inspectors suggested, has been born out.

Fact: It was Bush who ordered inspectors out of Iraq, not the UN and not the IAEA.
