Whether there is an intermediary in the process of delivering a message matters not one bit. Bush said get out, we are going to war. Annan conveyed the message. Annan would not have pulled inspectors out of the country otherwise. The assertion stands.

<It was Kofi Annan that ordered UN inspectors out of Iraq, not President Bush.> Bush ordered the invasion of Iraq -- that was the cause to remove inspectors. The UN did not remove inspectors because the UN thought it was useless to have them there. The UN withdrew inspectors because they did not want them to be victims of the carnage that was about to be rained on Iraq.

In fact, inspectors had long been arguing to remain. Hans Blix: He said it is "almost inconceivable" to order inspectors into Iraq "while half of the council wants us to be there and the other half of the council does not want us to be there." "Let me stress that from the inspectors' horizon, council unity is of the greatest importance," Blix said during the closed-door council meeting. "We have difficulty in acting with full strength if we feel that we do not have the backing." Bush is directly responsible for the termination of inspections, no one else.
