Osama was known to be at Tora Bora. That may be why Bush called the cease fire, to let him go. Bush obviously does not want Osama captured or he'd be captured. Why I don't know.
Maybe friendship between their families. Who knows?

But what kind of commander in chief would call a cease fire when you have your prey cornered? Bush promised to smoke him out of his cave, but lied. He just let him go then changed the subject to Saddam. Never mentioned Osama again until forced to in the debates.

Clinton let him escape numerous times.

WRONG!

Clinton sent cruise missiles and smart bombs to destroy Osama training camps in Afghanistan and a cruise missile specially intended to kill Osama. But, unfortunately for America, the missile failed to explode even though it was right on target. Since then superstitious and religious folks in Afghanistan and elsewhere believe that Osama is "zinderbaad" or invincible and immortal.
