There were 400k tons of high grade explosives? Do you have a credible link? Most of the talk is about muntions, which includes everything from bullets to MOABs. In the context of terrorism, bullets, while useful, aren't nearly as useful as high grade plastic explosives like the 380 tons in question. But you probably know that...
