Amy, I think you're confusing freedom of expression by the people, versus an authority figure dictating to people. A tiny cross on the seal isn't dictating anything to anyone, just like the name "San Jose" isn't turning Silicon Valley into a Catholic stronghold. Like I said before, this has little to do with the 1st Amendment, or the establishment of any religion by an "authority figure." It does have everything to do with how "offended" a group of people might be, and how that group gets to impose their will using lawyers, activist judges, and the Anti-Christian Liberties Union.
