Bush mask outside the Hall County elections office. Kevin Daniel Dodds, 35 of Hillside Drive in Gainesville, faces charges of wearing a mask that conceals the identification of the wearer, obstruction of an officer and disorderly conduct, said Sgt. Chris Robinson of the Gainesville police. All are misdemeanors punishable by up to one year in jail and a $1,000 fine. The mask charge is from a law designed to combat the Ku Klux Klan, Robinson said. Exceptions include holidays and special occasions, including Halloween. Robinson said Dodds also "reeked of alcohol about his person." The elections office, on Dawsonville Highway, was open for the last day of early voting for Tuesday's general election. Earlier, Robinson said poll workers asked Dodds' wife to turn her infant child's Kerry-Edwards shirt inside out. "Mr. Dodds' wife elected not to do so and left, which inflamed Mr. Dodds to the point where he came up here and protested in his own way," Robinson said. Hall County elections director Anne Phillips said it was the second time Dodds' wife had been asked about the child's shirt. Nothing happened after the first poll worker's request, Phillips said. So a second poll worker asked the mother to turn the child's shirt inside out so she could remain and vote. The mother refused and left, Phillips said. Poll workers did not get the woman's identity at the time, Phillips said. It is against the law for anyone to campaign within 150 feet of a polling site, Phillips said. Red, diamond-shaped signs outside the polling place inform voters of the regulation. "It could be a hat, a fan, a T-shirt, a button, anything that promotes a candidate or an issue or that is against a candidate or an issue," Phillips said. Robinson said Officer Margaret Dawson asked Dodds to remove the Bush mask after he stopped outside the polling site. Dodds was yelling and causing a commotion, and yelled "No" several times, Robinson said. "He actually used some obscene language, too," Robinson said. Dodds did not try to enter the polling site. The Bush mask was removed after his arrest, Robinson said. He added that Gainesville police manned the elections office to deter such activity, and also would man polling sites in the city Tuesday. According to the telephone book, a Kevin and Susan Dodds live on Hillside Drive. No one answered their phone Friday night.
