Mao laid it all out, in great detail, in the 1930s. The guerrillas are "like a fish in the ocean". The only way to defeat them, is to decrease support for the guerrillas, among the civilians on the battlefield.

Mao also said, "When the enemy attacks, retreat. When the enemy stops, surround him (and cut his logistics). When the enemy retreats, attack." This is exactly what our enemies in Iraq are doing, and it's working.

In Iraq today, the Green Zone gets shelled daily. The Iraqi nationalists ("terrorists", we call them, in an attempt to demonize them) set up mortars, in plain view of crowds of civilians, in Baghdad streets. And nobody turns them in, nobody phones our soldiers to warn us.

This, and many similar events, show how badly we have lost the HeartsAndMinds campaign. The Islamists are clearing the ground in Iraq of all collaborators, anybody who works with Americans in any capacity. This means no intel, which in turn means our responses to attacks are random. We take fire, and shoot blindly in all directions. And our enemies grow.
