I guess the Iraqis are not as ignorant as some think they are. In the context of the interviews I was watching however, I am not sure if they had any legal advice as to the legality of the CPA's "laws" or if they just had a good instinct for how it should be. In any event it seems obvious that the occupied has no moral responsibility to enforce contracts passed by the occupiers. BTW, I hear some people talk of the Iraqi "government" as if they have any legitimacy. They play silly word games like "we are helping the Iraqi government to bring stability to the country". How can laws demands of our hand picked stooges be considered any more legitimate than our own. Some people have an infinite capacity for self deception and "faith" in spite of obvious realities.
