TNT isn't as powerful.

It is a matter of priorities. Our troops weren't told to secure the munitions, they were told to roll into Bagdad and secure the Oil Ministry. Later, they were told to search for Saddam and WMD. Securing the munitions and providing security for the Iraqis in the aftermath were pretty far down on the list. And that was the responsibility of the administration.
