The fact that the IAEA had specifically designated and sealed particular classes of explosives found at al qaqaa (and elsewhere!) because of their extreme power and their particular utility as triggers for nuclear detonations is something you have decided doesn't matter.

Try this on: Country A decides to invade Country B knowing that its forces will not be adequate to secure vast arsenals whose utility in a guerilla war or insurgency or to terrorists affiliated with insurgents would be clear to any idiot. But Country A appears to reach the conclusion that there would be no insurgency, but instead there would be rejoicing in the streets. Added to which is the apparent opinion of the weasel king of Country A that taking control of Country B could be accomplished without casualties (unless Pat Robertson is lying).

The judgment of history about Country A would be that it was led by stupid people and that those who continued in support of that leadership will require the devising of a new circle in hell somewhere between the circle for nitwits and the circle for villains.
