After all, they knew exactly where it was and what was in it. 1 - No they didn't know exactly what was in it. There is still some doubt today about it. 2 - Making a specific ammo dump a national level priority and a matter of presidential level decision making is an unusual and usually unreasonable level of micromanaging.
