They don't have to: the whole incitement machine of the PA turned suicide bombing into the most glorious of ventures; if you can give your family wealth and glory in one go, while attaining Paradise and 72 virgins for yourself, it becomes a very attractive option, especially when you're poor, ignorant, one of ten children and without other prospects as is the norm in places like Gaza.

Besides, Saddam also used the Oil-for-Food scam to fund terrorist organizations like the PFLP directly:
