why do you think so ? Russia still is afraid of China, so does not want to be too friendly with China and secure China's energy resource. what about the other countries in the Caspian basin? as to nuclear as a deterrent - well Iraq had hundred of thousand of tons of explosives and munitions as a deterrent against Iran (and that was also the excuse for chemical and biological weapons programs) - were are those munitions and explosives used now ? mainly to kill fellow innocent Iraqis in an effort to try to dictate their vision of their future of this country Would the had nuclear material do you think it would not been used?
