This is actually a good idea.

-- Constitutional line-item veto power. John Kerry would ask Congress for a constitutional form of the line-item veto power to ensure spending remains under control. Under this proposal, the President could sign a bill but identify specific spending items and tax expenditures he disapproves. The specified items would then return to Congress for an expedited, up-or-down vote. Members of Congress would be forced to approve new pork-barrel spending on an individualized basis.
