There is a major reason that support for homeland security was not popular.

There was the idea of making the head of Homeland Security like a czar in charge of all security.

This is putting too much power in the hands of a single source.
Creating another level of government.

Seems to me we need a report on what Homeland Security is doing to see if it is of value----time for evaluation.
