Why did shrub send troops into Iraq WITHOUT body armor in the first place?

Kerry did not vote against body armor...he voted against a bill that was a license to steal for shrub's cronies.

Why did shrub use body armor as a shield in a bill that let them steal billions?
It's like using children as shields in battle.
shrub and his cronies are cowardly thieves.
