The article starts off saying THE BUSH ADMINISTRATION HAS CONCLUDED.

It is true what you say though...the bush administration is not to be trusted.

So DURING the fact...shrub musta thought...well, no use going after bin laden in Tora Bora because, gee, maybe he's not there. Even though the article also states, "One official said "we had a good piece of sigint," or signals intelligence..."
And "...contemporary and subsequent interrogations and intercepted communications..."
Yeah...that's just like shrub...all hat and no cattle.

shrub let bin laden go and he let zarqawi go...three times.
