I don't think the plans were overly optimistic. Imagine if the P4 made it to 4+ Ghz as expected. K7 sempron wouldn't be a viable product. K8 sempron would be much less interesting. K7 Athlon's would be unmarketable. As is the transition to 90 nm is delayed by lack of necessity in addition to any cost/difficulty concerns.

That is one plausible theory. I don't subscribe it it but it is plausible.
