That statement makes no sense.
I believe it should read: The good news for DEMOCRATS is that even if Bush wins all the other states within his reach, he can't survive the loss of Ohio and Florida.

In fact I am not sure Bush can lose Florida alone.
I surely disagree about which states are in play.
